Grant Funding

Each year the City Of Lawrence receives annual allocations of HOME and Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). While the CDBG funding is very flexible and can be used for a wide range of eligible programs and activities, including housing, the HOME funding is specifically targeted to creating and sustaining affordable housing for low and moderate income households. Generally, the City allocates the HOME funds and a portion of its Community Development Block Grant funds among 4 types of housing projects or programs: 

A CHDO is private, non profit, community-based service organization with the capacity to develop affordable housing. The City is required to set aside a minimum of 15% of its annual HOME allocation for CHDO developments.

Annual & Consolidated Plans

The City of Lawrence receives approximately $1,000,000 in HOME funding annually. Housing priorities are identified in the City’s Five Year Consolidated Plan (PDF), and allocations among various programs are identified in the City’s annual Action Plan (PDF) submitted to HUD in the month of May. The public is invited to review the most recent Action Plan for the intended use of HOME funds for the current year.
